Scheduling Agent (left nav, top) is the live flagging coordination hub — 661+ real SR records synced every 4 hours, with RWIC assignments, KPI tracking, Gantt scheduling, and territory map. Public Projects Portal (left nav, bottom) tracks Wilson's public agency project portfolio from intake through construction closeout. Access is role-based; Wilson admins have full access to both sections.

Assign RWICs from the Flagging Record
Click any row in the Flagging Requests table to open the SR detail modal. Use the RWIC Assignment section to assign or change the RWIC provider. Assignments sync to Firestore and are visible to all portal users in real time.

Check the Gantt Calendar for Scheduling Windows
The Gantt Calendar (bottom of Flagging Requests) shows all active SR start/end windows. Use it to spot conflicts, RWIC double-bookings, and upcoming starts within 30 days.

Use the Map to Monitor by Territory
Toggle Territory Regions on the Flagging map to see which BNSF PM owns each region (hover to see name). Toggle Completed Flagging to display closed SRs. All active SR locations are plotted by lat/lon.

Log Activity After Each Contact
Use Add Action Item in any project record to log calls, emails, submittals, or decisions. This drives the "days since last activity" counter and prevents false At-Risk flags.

Construction Phase → Use Scheduling Agent for Flagging
When a project moves to Construction, coordinate flagging directly in the Scheduling Agent section (top of left nav). The SR record is the source of truth — no email handoff required.

On Track
Project is progressing per schedule. Activity logged within 14 days. No outstanding overdue milestones. No unresolved blockers.
Needs Attention
A soft flag — minor delays, slow agency response, or an upcoming milestone at risk. Wilson admin is actively working it. BNSF PM aware but not escalated.
At Risk
Critical escalation needed. Agreement stalled, FRA deadline closing, agency unresponsive 21+ days, or BNSF Engineering blocker. Appears on Executive Report. BNSF PM action required.
In Construction
Construction underway. Linked to BNSF Scheduling Agent for flagging coordination. Wilson admin monitors punch list, RFI/RFP cycle, and closeout checklist. Transitions to Closeout upon final inspection.

Glossary of Key Terms
USDOT Crossing ID
A unique 7-character identifier (6 digits + letter) assigned by the Federal Railroad Administration to every public highway-rail grade crossing in the US. Example: 022847G. Used to cross-reference FRA databases, state DOT records, and BNSF's internal systems.
Public Project / §130
Any crossing improvement, grade separation, quiet zone, or ROW coordination initiated by a public agency (city, county, or state DOT) that requires BNSF review, agreement, and/or flagging during construction. Most projects are funded under Section 130 of Title 23 U.S.C. — the Federal Highway Safety Improvement Program (HSIP), which provides dedicated federal funding for elimination or mitigation of hazards at highway-rail grade crossings. Wilson admin supports agencies in tracking §130 eligibility, grant milestones, and federal reporting requirements tied to these funds.
Quiet Zone (QZ)
A stretch of railroad (min. ½ mile) where locomotive horns are not routinely sounded at public crossings. Requires implementation of Supplemental Safety Measures (SSMs) — such as quad gates, medians, or channelization — and FRA approval via the following formal process: (1) Diagnostic Meeting with BNSF and agency · (2) SSM Installation at all crossings · (3) Notice of Intent (NOI) filed with FRA, BNSF, and state DOT, starting the 60-day review clock · (4) Notice of Establishment (NOE) sent to FRA and BNSF, followed by a mandatory 21-day hold before the zone activates. Grade Separation
A bridge or underpass that eliminates a at-grade crossing by routing one mode of transportation over or under the other. The most complex and highest-cost type of public project — typically requires a full BNSF Agreement.
Overpass Agreement
A specific type of BNSF agreement governing the construction or reconstruction of a road or structure that passes over BNSF tracks. Distinct from a grade separation in that it typically involves an existing or planned elevated roadway, and may require separate BNSF Engineering review for clearance, pier placement, and live-load calculations. Wilson admin tracks Overpass Agreements from initial ROW coordination through final BNSF acceptance.
BNSF Agreement
The legal contract between BNSF and the public agency governing project scope, cost-sharing, flagging requirements, insurance, and indemnification. Agreement Execution is often the longest phase — averaging 48 days in the current portfolio.
Flagging / Flagging Handoff
BNSF-required track safety monitoring during any construction within the railroad right-of-way. When a project enters Construction phase, Wilson admin initiates the flagging handoff to the BNSF Scheduling Agent. Requests are routed through Wilson Flagging Coordination at BNSFScheduling@wilsonco.com. Flagging lead time is typically 8 weeks — Wilson admin monitors schedule to ensure requests are submitted in advance of construction start.

On-site coordination for utility crossings and encroachments
A Utility Inspector Coordinator (UIC) is a BNSF-designated field representative assigned to utility crossing and encroachment projects. The UIC serves as the on-site liaison between the contractor, BNSF Engineering, and the public agency throughout active construction.

What is Rail Nexus?
Rail Nexus is Wilson & Company's real-time coordination platform for freight and passenger rail operations. It centralizes flagging requests, RWIC scheduling, public project agreements, and territory-level reporting in one secure portal — eliminating email chains and status calls between agencies, contractors, and Wilson staff.
Who has access to this portal?
Access is managed by Wilson & Company. Wilson staff log in with full administrative access (WCI). BNSF staff receive read-only access to view scheduling status, assignments, and project records. Contractors access only the intake form to submit flagging requests.
How do I submit a flagging request?
Open the Scheduling Agent module and click New Scheduling Request in the top right. Complete the 4-step wizard — you'll need an executed BNSF agreement (Public Project Agreement or Permit Agency Agreement) before submitting. Wilson's team will follow up to confirm RWIC vendor options, costs, and dates.
How much lead time do I need?
A minimum of 3 weeks is required from submission to field start. This allows time for payment processing, BNSF notification requirements, and RWIC coordination. Complex or multi-phase projects may require additional lead time — contact your Wilson PM early.
What is an RWIC?
An RWIC (Railroad Worker in Charge) is a BNSF-approved safety professional who monitors and controls work within the railroad right-of-way. No construction, utility work, or other encroachment on BNSF property is permitted without a qualified RWIC present. Wilson coordinates RWIC services with Railpros, NRSS, LJA Engineering, Zephyr, Track Tech, and BNSF directly.
Which flagging vendors does Wilson coordinate with?
Wilson schedules RWIC services through five contracted providers. Railpros and NRSS provide national coverage across all territories. Track Tech covers Red River and Southwest. Zephyr covers California and Northwest. LJA covers Red River and Heartland. Vendor selection is based on territory, scope, and availability — Wilson will present options with estimated costs after reviewing your request.
How is data in the portal updated?
Scheduling request data syncs from Wilson's Oracle project management system. Most updates reflect within 24 hours of a change being recorded in Oracle. Real-time status badges reflect the latest confirmed data at the time of your last page load.
What does each SR status mean?
Under Review — Received by Wilson; dates, scope, or RWIC availability being confirmed.
On Hold — Paused due to scope change, contractor delay, or BNSF availability. Follow-up required.
Completed — Field work finished and closed in the system.
Cancelled — Request withdrawn before field work began.
What is a UIC and how is it different from an RWIC?
A UIC (Utility Inspection Coordinator) monitors utility work — pipelines, fiber, electrical conduit — crossing or paralleling BNSF right-of-way. An RWIC (Railroad Worker in Charge) monitors construction or encroachment work that poses a direct risk to active track or train operations. Both roles require BNSF-approved personnel on site during active work. Wilson coordinates scheduling for both through the Scheduling Agent module — the applicable coordinator type is determined during scope review.

UIC Program — Utility Inspection Coordination
Wilson & Company provides Utility Inspection Coordinator (UIC) services for utility owners and contractors performing work within BNSF right-of-way. A UIC is required any time a pipeline, fiber line, electrical conduit, or other utility crosses or parallels an active BNSF main line — whether for new installation, repair, or inspection.
